The People and Places Partnership Ltd were commissioned in 2019 to help understand the issues being faced by East Suffolk’s town centres. The aim of the research was to help identify strategic priorities and initiatives for the towns and inform future partnership work between East Suffolk Council and local stakeholders. The Council then worked collaboratively with each town stakeholder group to progress their priorities.
In 2021, East Suffolk Council was awarded funding through the Welcome Back Fund to support the safe return of people to our high streets and help build back better from the pandemic. Using these funds, a study was conducted to understand the impact of COVID-19 on businesses and town centre users. This involved surveying town centre businesses and users across 12 key towns and villages.
In 2024, a review of the Town Development Programme was carried out to inform the next phase of delivery. This included a follow-up survey with users and businesses, an assessment of current town action plans and priorities, and consultation with town centre stakeholders. Together, these activities provided a robust evidence base for shaping the next stage of delivery.
